6d827a238a Continue merge of Android and Desktop panels 
- Add ChangeToPanel implementation that takes panel type param
 - Remove WizardPanel constructors that take WizardWindow params
 - Use initializer syntax
 - Remove dead code
 - Remove problematic ReloadAll calls
