Create '+' tab for main content view

Browse source 
- Make RenameItemWindow more generic, reuse for Rename Printer
- Move Delete Printer to printer overflow menu
- Move Rename Printer to printer overflow menu
- Remove PrinterSelector from printer overflow menu
- Remove Add New Printer action from PrinterSelector
- Remove pencil icon/edit printer behavior from PrinterSelector
